In Johnson County Schools, literacy isn’t just a subject; it’s a mission. With a little over 3,000 students across five elementary schools, one middle school and one high school, this eastern Kentucky district is proving that a shared vision and strategic systems can transform student outcomes.
A Vision Rooted in Collaboration
The district’s journey toward a strong literacy system began with a bold vision. Led by the district’s MTSS and literacy team, including the superintendent, instructional supervisors, principals, teachers and school counselors, the vision was crafted through a collaborative process. Using tools like Google Docs and examples from the Kentucky Department of Education, stakeholders reviewed, refined and reimagined what literacy success should look like for every student.
“We made it a whole group effort,” said Lisa Salyer, MTSS lead and KYCL grant manager for the district. “It wasn’t just one person’s vision — it was everybody’s.”
This collective ownership extended into weekly professional learning communities (PLCs), where teachers provided feedback and discussed how the vision was coming to life in their classrooms. The result? A literacy framework that’s not only aspirational, but also actionable.
Systems That Support Success
At the heart of Johnson County’s literacy strategy is a commitment to high-quality instructional resources (HQIR) from pre-K through grade 12. Teachers are equipped with the tools they need to succeed, supported through district-aligned PLC agendas, unit and lesson internalization practices, and learning walks that foster peer collaboration.
“We believe that all students can be proficient readers,” said Ashley Lemaster, principal of Porter Elementary. “And we believe all teachers should be equipped with everything they need to make that happen.”
The district’s approach is data-driven and student-centered. Educators regularly analyze reading proficiency trends, celebrate growth and adjust instruction to meet evolving needs. The steady improvement in literacy scores is a testament to the power of vision, alignment and shared purpose.
Culture, Commitment and Community
Porter Elementary, a Leader in Me Lighthouse School since 2019, exemplifies the district’s culture of excellence. With roughly 430 students, over 70% of whom are economically disadvantaged, the school’s success is driven not by circumstance, but by conviction.
“We talk all the time about how those numbers don’t define us,” said Salyer. “They drive us.”
That drive has earned Porter recognition for being in the top 10% of elementary schools statewide. But for Johnson County, the real reward is seeing students thrive in classrooms, in college and in life.
