Kentucky Numeracy Counts Act Implementation Timeline Released
With the passage of HB 162 (2024), sponsored by Representative James Tipton, the Kentucky Numeracy Counts (KYNC) Act has been established and is now in its first phase of implementation.
The law establishes mathematics proficiency is essential for all Kentucky students and states it is Kentucky’s goal that all students have the skills necessary to demonstrate procedural skill and fluency, building from conceptual understanding to application, to solve real-world problems.

During the 2024-25 school year, the Kentucky Department of Education Office of Teaching and Learning will be publishing guidelines for selecting approved, reliable, and valid universal screeners and diagnostics for use by Kentucky schools and is collaborating with state partners to offer a connected series of professional learning academies for teachers and instructional leaders to support evidence-based mathematics instruction across the commonwealth.
